IE Proxy settings

I created a group policy that configures IE Proxy settings
and disabled user from modifying them. Now I need to
change Proxy on some remote users and cant change it(the
proxy is disabled from GPO).
I changed the policy but since they are connecting
remotely the new GPO doesnt apply.How can I manualy enable
the Proxy change thorugh registry ??
